The Community Power Coalition is launching its manifesto, “Empower and Accelerate: Energy Communities for a Democratic, Resilient, and Affordable Energy Future in Europe.” This significant moment coincides with the celebration of the coalition’s 10-year anniversary.
The manifesto envisions a decentralised and 100% renewable energy system that prioritises the needs and participation of people. It embodies the principles of democracy within the energy sector, ensuring that it is not just for the people, but by the people.
As Europe grapples with the devastating impacts of the climate crisis, increasing carbon inequality, and the rising cost of living, the need for immediate and transformative action is more evident than ever. The manifesto is a clear call to action, highlighting the pivotal role of community energy in addressing the poly-crisis facing our continent.
The Manifesto includes 5 main priorities including the full transposition of Renewables Energy Directive II & III (RED) and the Internal Electricity Market Design (IEMD), and implementation of enabling frameworks for community energy.
All EU countries are currently updating their climate and energy plans for 2030. We urge Member States, as well as the Commission, to push for a renewable energy system that prioritizes citizens and local community ownership.

With the right enabling framework, renewable energy communities can mobilize citizens, their support, and savings to accelerate the energy transition and promote energy democracy.”
Maria Santos, Friends of the Earth Europe Campaigner & Coordinator of the Community Power Coalition says: “We are entering a critical phase for implementing Europe’s climate policies. EU institutions must deliver a 100% renewable and just energy system. Community energy is vital to ensuring that everyone can take part in and benefit from this transition, especially vulnerable households and the energy poor. “
The Community Power Coalition celebrates the 10th anniversary of its founding today. The coalition has grown to more than 50 organizations in more than 20 countries in Europe. It brings together activists and citizens working together to promote community energy initiatives across Europe. For a decade, we have been at the forefront of advocating for a sustainable, democratic, and affordable energy transition that places people and communities at the heart of the renewable energy revolution. Community energy is an increasing part of the European energy system allowing citizens across Europe to participate in providing ever-increasing amounts of renewable energy and the just energy transition.
